Internal Public Audit in the Financial Crisis Context

Abstract The financial crisis effects have left their mark on the area of internal audit, but the attention on the responsibility that internal auditors could have in preventing the onset of such a crisis is quite low. Audit plays a vital role in the entities functioning by contributing to economic credibility. In this paper we have presented the role and objectives of internal audit, the organization and activity of internal audit in local government in Romania, the outsourced system and how it helped in preventing and/or managing the economic downturn.

The changes in the lifetime of a metastable energy level in Er-doped Si nanocrystals in the presence of an external source of colored noise are analyzed for different values of noise intensity and correlation time. Exciton dynamics is simulated by a set of phenomenological rate equations which take into account all the possible phenomena inherent in the energy states of Si nanocrystals and Er^{3+} ions in the host material of Si oxide. A complete model of a power-line communication (PLC) system on a medium-voltage (MV) network in the case of a line-shield configuration is presented in this paper. An MV cable model in a line-shield configuration is considered together with the power transformers, the signal coupling networks, and the receiving and transmitting line coupling interface of a ST7540 FSK power-line transceiver. Simulations of the complete model of the system under consideration have been carried out for different line lengths, with and without power transformers and derivation branches. Zero Ripple Current with Coupled Inductors in Continuous Conduction Mode under PWM Signals

This article presents a generalized analysis to explain current ripple of an $m$ windings coupled inductor with a given coupling factor $k_{ij}$ for each pair of windings and then studies more in detail its use in the continuous conduction mode and with pulsewidth modulated signals. To determine the current ripple, a generalized expression of the equivalent inductance of each winding is calculated, including the influence of voltage unbalance. In the ideal case, the equivalent inductance shows that the current ripple can only become $m$ times smaller than that with uncoupled inductors. Size-dependent alignment of Fe nanoparticles upon deposition onto W(110)

Using in situ electron diffraction we study the orientation of mass-selected iron nanoparticles upon deposition onto single crystalline W(110) at room temperature. It is found that particles with a diameter below about 4 nm and a kinetic energy $\ensuremath{\le}0.1$ electron volt per atom spontaneously align with respect to the substrate. Larger particles preferentially rest with their (001) and (110) facets parallel to the surface, but do not show further alignment. The data may hint at thermally activated dislocation motions upon the impact on the substrate which are responsible for the observed orientation below 4 nm.
